Housing advocates say the Medicaid expansion included in the health care law could reduce homelessness significantly, but there are obstacles to reaching and enrolling homeless people.
Many of the homeless are people who would have been institutionalized in the past because of the voices in their head.  Hollywood made that politically unacceptable, but it is hard to say these people are better off on the streets and it seems unlikely that putting them on Medicaid will change their condition or circumstances.
