Members of the cross dressing community tried to force their way into NSA facility

Washington Post:

Shooting at NSA headquarters leaves one dead

Shots were fired after two men in an SUV tried to ram a gate at Fort Meade, an installation outside Washington, according to officials. Preliminary reports say the men might have been dressed as women.
Reports don't indicate whether they were wearing a hijab.  It is curious that they would try to disguise their appearance while attempting to make a forced entry.  There have been several reports of  men dressed as women engaged in attacks in Iraq and elsewhere in the Middle East where they were trying to take advantage of full covering required in that culture.
