Healthcare reform would reverse Obama's favoritism toward blue states?

Under latest health-care bill, red states would benefit disproportionately

Democratic mega-states including California, New York and Massachusetts would lose billions of dollars, a feature the bill’s two main sponsors have talked up to conservatives.
Almost allof Obama's spending programs showed favoritism for states with large Democrat populations.  It was part of his Chicago political MO.  Reversing that to a more fair distribution is a good way to incenivise more efficient use of resources.  As one of the posts below shows Democrats have been irresponsible in the mangement of state resources and have piled up unfunded debt in the process.
