Missing from the lead of this story is that the courts have already found the subsidies unconstitutional

NY Times:

Trump to Scrap Subsidies Seen as Essential to Obamacare

Payments to health insurance companies that help pay out-of-pocket costs of low-income people will be cut, while sales of cheaper policies with fewer benefits and fewer protections for consumers will be permitted.

A backlash against President Trump — including from fellow Republicans — was brewing as lawmakers voiced concern over how ending the subsidies would affect their constituents.
While Obama claimed to be a "constitutional scholar" he ignored the fact that the constitution requires all appropriations to be begun by the House of Representatives and he did not have the political clout to get it after Obamacare was passed without it.

The payments are illegal, and that should be in the lead.

It demonstrates how sloppy the Democrats were in pushing this bad piece of legislation.  The Democrats never guessed that the law would be so unpopular that they would lose their majority and also lose the ability to fix the mess they made.

The Washington Post story is even more misleading:

Beyond his executive order to make it easier to buy a long-disputed type of health insurance with fewer benefits and weaker government protections, the president has been personally involved in undercutting the system. Many nonpartisan experts believe that these active measures are likely to undermine the pillars of the 2010 Affordable Care Act and hasten the collapse of insurance marketplaces.
Trump hatred at the Post seems to overrule its former professionalism.  They also don't mention the courts ruling that the payments are unconstitutional or the Democrats responsibility for the mess that is Obamacare.  They also overlook the fact that Obamacare is structured like a cable TV contract that burdens the consumer with a lot of crap he has no interest in.  The pretensions that this law is fair and has not hurt millions of Americans are part of the fraud they are pushing.

This is what biased reporting looks like.
